fix: Configure production API URL and fix image loading

- Add getApiBaseUrl() helper function to get base URL for static assets
- Update ReportDetailModal to use dynamic API base URL
- Create .env.production with correct production API URL (https://litter-api.psbailey.uk)
- Update all API service defaults to use port 3005
- Images will now load correctly in both dev and production
