Paul Bailey 82521088c3 fix: Correct image URL in ReportDetailModal

- Fix photo URL construction to use correct backend URL (localhost:3005)
- Remove incorrect VITE_API_BASE_URL reference
- Images should now display properly in report details

Litter Scouts

Crowdsourced environmental monitoring web application for Irish coastal areas.

Currently, two official plugins are available:

@vitejs/plugin-react uses Babel (or oxc when used in rolldown-vite) for Fast Refresh
@vitejs/plugin-react-swc uses SWC for Fast Refresh

React Compiler

The React Compiler is not enabled on this template because of its impact on dev & build performances. To add it, see this documentation.
